It does not depend on Blogger or Wordpress and hence without any restrictions imposed by them. It may be freely altered to suit individual needs, for personal, business, or corporate-style website.
You may build your own website using this template by Dreamweaver or FrontPage. I personally prefer Dreamweaver because of its professional interface. If you are an amateur, FrontPage will be handy for you.

Payment and instructions:
Once payment is received, you will receive an email containing a .zip file with all the required files. All you need to do is unzip the file, open the index.html file with FrontPage or Dreamweaver, and you can start building your website immediately.
FrontPage or Dreamweaver will help you with the CSS documents. Remember to upload everything, including the CSS documents to your server. You do not need any knowledge on CSS, although you may alter the CSS documents if you wish.
